I'm not sure why the Coven's are what they are, but I find it likely that as Wild magic might only use magic to make glyphs and guide the natural magic, the coven tattoos would be able be able to draw much from the little power use, and can't stop people from using simple magic to make glyph to command other magic. The fuel needed for artificial magic is likely magic syphoned from people through their coven tattoos while infecting their Bile to only create one kind of magic.
